- University Degree (Master’s preferred) in Business Administration or a related field. A graduate level degree or beyond is an asset.
- Minimum of four (4) years’ work experience in business analysis and/or project management.
- Professional designations in project management and/or change management is an asset. Credentialled business analysis designation is a strong asset.
- Experience developing business cases and making recommendations regarding strategic or operational issues.
- Experience in report writing for governing bodies and understanding of Corporate Social Responsibility (CSR) reporting principles.
- Ability to effectively manage complex projects that require collaboration with diverse stakeholders,
while prioritizing and managing multiple tasks simultaneously.
- Attention to detail and commitment to accuracy, with strong analytical, problem-solving, and synthesis skills to interpret complex data and make sound recommendations.
- Advanced written and verbal communication skills, with the ability to present information in a clear and concise manner to all levels of the organization.
- Advanced proficiency in Smartsheet and Microsoft Office Suite, including Excel (graphing and Pivot Tables).

- As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
Hours of Work: 33.75 hours per week, Monday – Friday. Hours of work may be subject to the terms and conditions of variable hours of work program.
Salary Range: 21M, Salary Grade: 030, $48.767 - $61.623 (Hourly),
$3,291.80 - $4,159.60(Bi-Weekly), $85,915 – 108,564 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.

Reporting to the Program Manager for Business Case Development & Reporting, the Business Case Development & Reporting Analyst is responsible for developing comprehensive business cases and reports that leverage data insights to guide planning and decision-making, ensuring alignment with Edmonton Police Service (EPS) strategic goals. This role involves working on various projects, including business process improvements, reporting and analysis, service development, and organizational collaborations,
all aimed at supporting EPS's vision of relentlessly combating crime and being a strong partner in community safety.
The individual in this role will be responsible for developing business cases, reports, and analyses to assess projects and guide decision-making. They will also recommend best practices for business case development, analysis, and both internal and external communications. This role involves gathering information to define problems, identifying outcomes and benefits, and developing high-quality solutions. As a collaborative partner and leader, the Business Case Development & Reporting Analyst will work with a diverse range of individuals and groups to ensure effective communication and alignment towards common goals. Responsibilities include:
- Develop comprehensive business cases that align with broader organizational objectives and clearly articulate the rationale behind recommendations.
- Facilitate meetings across EPS to gather information, define problems, identify outcomes, and develop solutions, while collaborating with HR, Finance, IT, and other leaders to build business cases and reports.
- Provide analytical support for business case development including ROI, cost-benefit, distributional analysis, change readiness, change impact, equity and diversity, sensitivity analysis, and sustainability of proposed solutions.
- Prepare essential documentation including business cases, process workflows, project charters, analytic reports, and presentations that highlight key findings and trends.
- Develop process maps, create program logic models, and identify outcomes to illustrate the theories and processes behind initiatives.
- Design, analyze, and present detailed workflows to enhance understanding, clarity,
and efficiency of program operations.
- Track and monitor business case progress, identifying and communicating deviations to support the organization's adaptive approach.
- Leverage expertise in business analysis principles and evaluation metrics to develop actionable performance measures and risk management strategies that enhance reporting accuracy and effectiveness.
- Monitor and measure the achievement of project benefits to ensure that expected outcomes are realized and aligned with organizational goals, including tracking key performance indicators, conducting post-implementation reviews, and reporting on the success of the benefits.
- Oversee the execution of key deliverables by estimating realistic timelines, identifying and mitigating potential risks, and outlining important milestones to ensure success.
- Identify areas for continuous improvement within governance, business case development, and reporting processes, fostering an organization-wide culture of efficiency.
- Design and maintain dashboards and data collection tools, conduct jurisdictional and environmental scans, design, develop, analyze, and present reports, lead and facilitate discussions with diverse client groups (including senior managers and above), and conduct various analyses based on requirements.
- Support and mentor report and correspondence writers, ensuring a profound understanding of the elements crucial for informed decision-making.
- Lead the development of reports that align with EPS's vision and mission, fostering better decisions and delivering organizational value, while collaborating with teams across the Division to provide expert advice on report writing.
- Demonstrate strong organizational and project management skills with the ability to set priorities, meet deadlines, and work in a multi-disciplinary team environment.
- Foster robust change management and governance practices across the organization, ensuring that strategic initiatives are effectively implemented and sustained.
- Other related duties as required.
