Our client is a large public sector organization in Ottawa that has significant current and ongoing needs to lead complex construction and renovation projects as an “owners representative”. As a result, there is an opportunity for a Senior Project Manager. The ideal candidate will have experience leading complex construction and renovation projects and ideally will possess a background in architecture or interior design.Overall PurposeReporting to the Manager Facilities Projects, Design & Space Management, the Senior Project Manager, acting as the owner representative,
is responsible for the successful development and delivery of multiple complex construction and renovation projects for new and existing facilities which form part of the Facilities Strategic Plan.Manages all project phases at a senior level including feasibility, initiating, planning, design development, construction implementation and close out; establishing the project delivery methodology, budgets, schedule and all monitoring and control mechanisms; and managing the execution and communication activities to achieve prescribed objectivesMajor ResponsibilitiesProvides strategic advice and solutions relating to project management best practices, project planning and delivery and advocates as the owner representative to ensure strategic alignment between facility initiatives while fostering an environment of excellence and innovation.Provide senior project management knowledge, expertise and leadership to ensure successful project delivery that aligns with project objectives.Foster a culture of service excellence and continuous improvement.Set clear expectations and communicate regularly to mange expectations, mitigate risk and enhance outcomes.Provide leadership to project teams toward the attainment of high quality support systems,
with standards and operating procedures.Establish professional networks and keep abreast of industry trends to ensure awareness of changes that may affect the direction of the capital program and policies.Provide sound leadership and management to the project team through ongoing feedback and performance reviews.Develop strong team dynamics and positive behaviours; empower team members to plan and execute work and assist in problem resolution; provide guidance on administrative and technical problems; and through formal and informal training ensure development of team members’ professional skills.Develop change management strategies to ensure employee understanding that will garner support for workplace innovations and transition; effectively integrate proposed changes through a robust change management program.Responsible for all aspects of delivering major construction or realignment projects while employing project management (PMI) best practice in the management of a diverse team of project professionals (both internal and external).Reviews plans, specifications and submittals for new and renovations projects to meet standards.Works closely with key stakeholders, including senior management, to define project objectives and scope ensuring timely, responsible delivery of all project deliverables.Working with the project team, act as the owner’s representative to create functional programs and project scope definition, ensuring accuracy, applicability and tailored deliverables or project outcomes.Serve as primary liaison, working cooperatively with internal employees in relation to the project, professional consultants, contractor and third-party vendors to achieve desired results.Build relationships and facilitate dialogue which develop and maintain professional working relationships between clients and team members. Evaluates information gathered from multiple sources and reconcile conflicts.Develops terms of reference for requests for proposals (RFP) for all goods and professional services and participates with the Supply Management team in the procurement and award of all contracts.Ensure Policies and Procedures for awarding contracts are followed and that all security clearances requirements for contractors and consultants are met.Obtains necessary regulatory approvals and permits to implement projects.Participate in job shows, procurement evaluations, and selections.Develop expert knowledge to enable project and program development.Develop and manage all deliverables related to the project including the project scope, delivery methodology, best practice research / studies, procurement plan, communication plan, risk assessment / plan, resourcing, budget, standards, monitoring/control procedures and quality control.Manage the performance of professional services (architects, engineers, designers and other consultants), contractors and vendors during all phases of the project. Enforce contracts, standards, budgets, schedules, policies and practices. Monitor and recommend payments for contractors/consultants in accordance with procurement guidelines.Monitor project progress and forecast project cost, schedules and risk.Facilitates regular project meetings throughout all phases of the project: serve as owner representative and manage liaise as required with all other project resources.Provide regular status reports to project sponsor and client (s) and stakeholders, identifying issues, risks, problem resolution, and stakeholder feedback.In accordance with industry best practice, maintain detailed project records including activities, findings, issues, decisions, progress and results.Develop and manage all communication activities to ensure project milestones are communicated to the organization through various types of media.Ensure timely close-out of projects,
the submission of required documents (as-builts, certificate of occupancy, warranties) and payment applications.Document and track learning from projects to continuously improve project planning and delivery.Responsible for ensuring the provision of corporate requirements:Provide recommendations in reviewing and refreshing the Facilities Strategic Plan. Evaluate alternative project approaches and adopt effective solutions.Support the development and implementation of workplace innovations, best practices and operational standards to optimize performance and the organization’s return on investments.Contribute to the annual budgeting and planning process.Consult and ensure alignment with other project initiatives.
Support other development needs by participating on project teams.Consult with other relevant project teams and work collaboratively to develop appropriate processes, continuity between similar projects and ensure successful implementation.Ensure compliance with Facilities systems standards / guidelines.Accountable for the development, monitoring, and reporting of financial resources including all overtime in their section as per the Overtime Management Policy.Serve as primary liaison to employees in relation to the project and provide recommendations for improvements and potential new opportunities to Senior Management.Prepare and deliver formal presentations, project documentation and presentations for employees and senior management, and the board as required. EDUCATION, EXPERIENCE AND KNOWLEDGEExperience and formal training combined may substitute for stipulated education requirements.Minimum of five (5)
years of relevant experience leading the design and implementation on a variety of large-scale facility construction projects including new builds and retrofits including:Three (3) years of direct work experience in professional project management with direct accountability for all aspects of projects including but not limited to, finance, scheduling, resourcing, project delivery and writing reports and communicating at a corporate level as project lead.Three (3) years experience in managing diverse professional teams of internal and external resources.Three (3) years experience as an owner’s representative in the delivery of major facility construction projects, including new builds and/or retrofits.Project Management Professional (PMP) designation from the Project Management Institute (PMI)
