The Land Title and Survey Authority of British Columbia (LTSA) is looking to hire a Senior Policy Analyst to join our Policy and Legal Services division!
The position is open to all three of our office locations: Victoria, New Westminster, and Kamloops, and applications will be accepted until the role is filled.

Job Purpose
Reporting to the Director of Land Titles, the Senior Policy Analyst role is responsible for providing advice to LTSA regarding the development, implementation and evaluation of public policy. The Senior Policy Analyst identifies issues that require policy analysis and development and is responsible for the creation of policy and regulation initiatives. This role provides regulatory policy and statutory advice related to Verified Transaction Strategy,
an LTSA multi-year consumer-oriented digital identity-related initiative.
Key Responsibilities and Accountabilities
- Takes a leadership role in working with the Verified Transaction project team to develop policy necessary to implement the services and products of Verified Transaction Strategy.
- Reviews, analyzes and makes recommendations regarding legislation, business practices, policies and procedures related to Verified Transaction Strategy.
- Reviews, critiques and edits business architecture documents to meet business needs.
- Liaises with stakeholders of Verified Transaction Strategy on issues of policy and legislation.
- Provides advice to the LTSA regarding the development, implementation and evaluation of regulatory and statutory policy related to land titles.
- Participates as a member of the LTSA management team with respect to practice and policy issues.
- Identifies and analyzes information for the purposes of making policy recommendations.
- Identifies, retrieves, evaluates and uses data to support the development of policies.
- Prepares options and proposals, consults on approaches, assesses the impact on stakeholders, and assists with communication and implementation plans.
- Anticipates and identifies customer and stakeholder needs to respond and provide better customer service.
- Conducts research and environmental scans to remain apprised of issues and developments with potential impact on the work of the LTSA.
- Supports and plans policy and practice communications with LTSA stakeholders, customers, and the general public.
- Reviews and revises existing and draft policy publications to ensure clarity, usability, consistency, and concision.
- Adapts communication style to the audience, explains difficult situations clearly, establishes consensus, attains agreement.
- Supports the development of policy for the introduction of new services impacting the delivery of the land title and survey programs.
- Conducts research on specific legal and policy matters to inform policy decisions.
- Supports the Director of Land Titles with regard to quality assurance.
- Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Qualifications
Education and Experience
- Post-secondary degree or diploma in public administration, business, law or equivalent combination of education, training and experience.
- 8+ years experience working in or with real estate industry or financial sector.
- Experience working with internal and external stakeholders.
- Experience with a statutory decision making framework.
- Experience working in a land title office is an asset.
- Experience working with business process management initiatives.
Knowledge, Skills and Abilities
- Advanced problem-solving ability with solid reasoning, critical thinking and analytical skills.
- Ability to establish and maintain collaborative and effective working relationships.
- Solid verbal and written communications skills – able to provide concise explanations.
- Strong understanding of the role of policy development in achieving LTSA’s key priorities.
- Understanding of legislative, governance, and policy frameworks.
- Proven ability to deal proactively with issues, and exercise good judgment in support of regulatory decision making.
- Ability to foster learning and development of others through leadership,
coaching and influencing.
- Ability to apply, interpret and ensure compliance with laws, regulations and procedures.
- Knowledge of legal ethics, principles and practices.
- Proven ability to work independently, deal proactively with issues, and exercise good judgment in regulatory decision making.
- Proficient in Microsoft Office including Outlook, Word, Teams, and Excel.
- Ability to maintain a professional and courteous manner with the ability to adapt to stakeholders with different styles and levels of experience.
- Ability to manage fluctuating workload and volumes, changing priorities and tight deadlines.
- Ability to research, analyze and interpret legal and technical data from many different mediums.
- Ability to support and champion change initiatives to achieve the organization’s strategic direction.
- Sound working knowledge of all relevant acts, regulations and statutes, including Land Title Act, Strata Property Act, and Property Law Act is an asset.
- Knowledge of land title records processes and understanding of real property and conveyancing practices.
- Familiarity with the Land Title Practice Manual is an asset.
- Knowledge of land title systems or other data management systems.
