The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy.



Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

POSITION FUNCTION

Perform administrative and accounting functions relating to the utility billing system in the accounts receivable section.

KEY DUTIES

Coordinate, assign, review and participate in the work of approximately 3 full time and 1 part time staff involved in the administration of the City’s utility billing section; ensure schedules, procedures and established performance and safety standards are met; make recommendations on employee selection, promotion, discipline, and development; provide employee training and input to employee performance appraisals.

Generate monthly utility bills and annual storm drainage bills out of utility accounts receivable system; adjust utility billing accounts in response to customer enquiries, special meter readings,



changes in solid waste bins and water meters, land title and occupancy changes; maintain computerized master billing files and account records based on engineering and property tax information; complete journal vouchers as required; balance, adjust, approve and post payments; investigate bill discrepancies; edit and post manual and digital meter readings; prepare applications for temporary hydrant hookups; reconcile related general ledger accounts monthly; transfer utility arrears to property taxes. Enter and update rate changes.

Respond to enquiries and complaints from the public, staff and outside agencies regarding water, sewer or garbage billing procedures, policies and regulations; coordinate, participate and assign calls for service; prepare correspondence and reports regarding complaints,



insurance claims and overdue bills for the City Solicitor and other departments as required; enter global utility billing system changes; compile computerized statistical spreadsheets and reports; discuss programming requirements with data processing; participate in corporate committees as required.

Participate in the development and implementation of accounting policies, procedures and standards of utility receivables; assist in the planning, implementation and improvement of utility receivables systems as required.

Perform related duties where qualified.

Work is performed according to established procedures and is assigned by supervisor.

Work is reviewed through discussion with supervisor.

Issues such as deviations from policy and established procedure are discussed with supervisor.

KEY SKILLS AND ABILITIES

Organize and prioritize the work of a section.

Understand and apply accounting techniques related to municipal accounting.

Advanced level operation of current City of Victoria financial and spreadsheet programs.

Interpret related legislation and policies.

Read and interpret engineering drawings, site plans and utility info sheets.

Communicate effectively verbally and in writing.

Maintain accurate records.





Supervise a small staff.

Establish and maintain effective working relationships.

Deal effectively with the public and outside agencies.

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

High school graduation.

Third level CGA/CMA program. (3 years)

Experience:

4 years of related experience including supervisory experience.

or an equivalent combination of education and experience.

OTHER:

Maintain an up-to-date knowledge of relevant legislation and regulations.

May be requested to substitute in a more senior position.
