POSITION PURPOSE
Reporting to the Senior Human Resource Business Partner, this position is responsible for delivering high quality, effective and consistent consultation, providing support aligned to business objectives and corporate strategies, and providing advice on general HR issues and concerns to designated departments. The Human Resources Consultant (HRC) works collaboratively with business management and the broader People, Equity and Culture (PEC) team as required to develop and implement appropriate solutions to meet client needs and is also responsible for the day-to-day administration and/or interpretation of PEC policies, processes, programs, and practices.

MAJOR RESPONSIBILITIES





- Advises management on the administration and appropriate application of People, Equity and Culture (PEC) policies, procedures, and standards as well as applicable provincial and federal legislation/regulations.
- Acts as an internal consultant by analyzing and recommending solutions on a variety of PEC issues based on an understanding of client’s business goals, objectives and operating environment.
- Builds strong relationships with the department’s management team and is seen as a trusted advisor.
- Provides coaching and guidance to managers/supervisors in resolving people issues and about people management practices; provides advice to management regarding sensitive issues and escalates to Labour Relations as appropriate.
- In collaboration with PEC partners, delivers training seminars to staff as required.
- Under the direction of the Sr. HRBP, participates in implementing organizational change initiatives and strategies as required.
- Acts as an agent of change, enabling talent building, organizational effectiveness, ongoing development,



and cultural transformation; is a catalyst for honest conversations and cultural change.
- Ensures superior delivery of PEC services to the departments by providing planning and coordination expertise to ensure the effective implementation of key PEC programs and initiatives for the assigned department.
- Oversees administration of PEC programs and initiatives in the assigned department(s).
- Works closely with the Sr. HRBP to implement the PEC strategy in close cooperation with department management.
- Participates in the development, revision, and implementation of PEC policies and procedures to improve professional services and standards.
- Ensures business PEC related practices comply with established policies and procedures and provincial/federal laws and regulations.

QUALIFICATIONS





- Successful completion of a University Degree in Human Resources or related field or approved equivalent combination of education and experience.
- Minimum five (5) years experience of progressive experience in complex public or private sector unionized work environments as an HR generalist.
- Demonstrated business literacy and consulting skills with demonstrated ability to persuade/influence business leaders.
- Demonstrated knowledge of contemporary HR practices.
- Ability to demonstrate the Region’s leadership/and core competencies.
- Intermediate skills in virtual platforms and MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations (if required).
- Previous experience with ERP systems and familiarity with HR-related key performance indicators.
