As a Strategic Planning Analyst II, you will play a crucial role within the Social Development Branch of the Community Services Department.
The Strategic Planning Analyst (SPA) supports the Safe and Healthy Communities Section to lead, develop, and ensure coordinated and integrated efforts that are aligned to City strategies, priorities and initiatives.
This role focuses on leading Section strategic and business planning, issues management, and ensuring high-quality documentation, integration and communication across the section and branch. The SPA collaborates across teams to share information, coordinate activities, and ensure strategic alignment. Additionally, the SPA develops and implements systems and processes to streamline operations and support data-driven decision-making. This position reports directly to the Director of the Safe and Healthy Communities Section.
What will you do?
- Use project management techniques to plan, execute, and monitor initiatives, ensuring clear roles, timely completion, and engagement/integration across work areas as appropriate.
- Track and report on the progress of strategies and initiatives, regularly reviewing plans and identifying trends and opportunities.
- Facilitate the development and maintenance of strategic and business planning processes, ensuring alignment with broader organizational goals.
- Provide strategic advice to the Safe and Healthy Communities leadership team including monitoring trends and issues that could impact the Section and Branch.
- Strategic partnership and relationship building, including building relationships with other orders of government, systems partners, community leaders and providing advice and guidance on interest holder relations to the leadership team.
- Contribute to the continuous improvement of programs and processes by analyzing information and developing solutions.
- Conduct research, gather data, and analyze information to provide recommendations and support decision-making.
- Develop clear and concise communication materials (briefings, reports, presentations, etc.) to share information effectively.
- Liaise, and collaborate with internal and external stakeholders to ensure coordination and integration of activities.
- Develop and implement performance measurement tools and processes to track and analyze effectiveness.
- Assist in the planning and development of policies that impact operational areas.
- Provide support to the Director and leadership team through research, analysis, and recommendations on various issues.
- Other duties as assigned.
Qualifications
- Completion of a University degree in Social Sciences, Business Administration, Planning or related field.
- A Master's Degree is considered an asset.
- A minimum of five (5) years of progressively responsible experience in strategy development and implementation.
- Experience working with government and/or large organizations.
- Demonstrated increased responsibility in managing complex projects and issues management.
- Experience developing and supporting high performance work teams.

- The ability to work effectively with senior management and establish strong collaborative working relationships with various levels of the organization and operating areas is essential.
- Strong business and political acumen to support various situations and respond appropriately to unanticipated issues with professionalism and innovative solutions.
- Skill and ability in project and process management including the ability to effectively gather, synthesize and analyze data.
- Knowledge and application of strategy, business planning and strategic direction setting.
- Knowledge of project management and project management tools.
- Effective time management skills and a demonstrated ability to manage multiple projects simultaneously.
- Ability to promote a culture of team, respect and inclusiveness.
- Highly skilled in synthesizing information,
and written and verbal communication skills for a variety of audiences.
- Proven skills in establishing and maintaining effective relationships internally and externally.
- Highly developed problem solving, critical thinking and planning skills.
- Comprehensive understanding of the role of municipal government and jurisdictional responsibilities, as well as familiarity with the political and administrative functioning of other orders of government.
- High level awareness of current trends/issues impacting municipalities.
- Knowledge of and experience working with a Strategic Foresight approach.
- Demonstrated knowledge of Indigenous communities, history, and current realities.
- Demonstrated knowledge of Anti-Racism theory and trauma-informed practice.
- Demonstrated knowledge of social determinants of health.
- Alignment to our Cultural Commitments and Leadership Competencies.

Work Environment
- The work environment is primarily office-based, with minimal physical effort required.
- The successful candidate will be required to use a computer and other standard office equipment regularly.
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Up to 1 temporary full-time position for up to 18 months in accordance with Article 18.02 of the Collective Agreement.
Hours of Work: 40 hours per week.
Salary Range: $46.086 - $58.232 (Hourly); $96,227.570 - $121,588.420 (Annually).
