Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Project Planning Office is seeking a Senior Planner/Advisor to lead major multi-disciplinary policy and planning initiatives to further the implementation of the Regional Transportation Plan (RTP) for the Greater Toronto and Hamilton Area (GTHA).

What will I be doing?

- Leads major multi-disciplinary planning projects to further RTP development and implementation for the GTHA along with advancing Provincial priority projects.
- Leads technical quantitative and qualitative analysis to inform problem/opportunity statements, options analysis, business cases, conceptual design, and preliminary design of transit projects.
- Provides supervision support to a Transportation Planner to delegate tasks and deliver the day-to-day project management tasks ensuring successful outcomes, including on-time and on-budget delivery.
- Drafts and reviews implementation of study scopes, work plans, schedules; supports procurement and management of consultant assignments and reviews deliverables to ensure that Metrolinx’s standards of quality and analysis are met.
- Build and maintain relationships with key internal and external stakeholders, such as municipalities, transit service providers, and other partner organizations.




- Develops and leads major multi-disciplinary policy, program and planning projects (e.g. initial proposals, research and analysis, project resource estimations, and cost analysis) to further the development and implementation of RTP policy and program initiatives
- Leads and implements strong project management practices to advance large, complex projects including the maintenance of Microsoft Project schedules, Control Boards, budget and invoice tracking, and risk and issue tracking.
- Leads the development of project planning reports, board reports and discussion papers, and presents policy briefings to senior management, including the Chair and CEO, to respond to complex and politically sensitive issues
- Act as a central liaison with municipal partners and provincial ministries regarding projects in Stages 1 and 2 of the project lifecycle





What Skills and Qualifications Do I Need?

- Demonstrated experience in transportation planning and policy development, or demonstrated ability to manage large, complex projects within a multi-stakeholder environment
- Completion of a degree in Engineering, Urban and Regional Transportation Planning, or a related discipline – or a combination of education, training and experience deemed equivalent
- Experience in transportation, land use and/or fare policy and planning issues
- Multi-modal transportation systems, and the principles and practices of land-use
- Strong stakeholder management skills; acting as a key contact amongst stakeholders, in a political environment where provincial and municipal legislation provide the framework; and proposing strategies to reconcile competing stakeholder interests




- Contemporary transportation issues affecting provincial, municipal, and community stakeholders
- Contemporary provincial / municipal legislation and government decision making processes
- Project evaluation methodologies, transit project business case processes, and policy development processes
- Project management practices and processes
- Planning, research, analysis, and problem solving to advise senior officials on politically sensitive or contentious issues
