Reporting to the Manager, Asset Renewal, the Senior Project Manager, Asset Renewal will contribute to a dynamic team of professionals and be responsible for assisting in the delivery of efficient and effective project delivery and Project Management for all CityHousing Hamilton Properties. You will assist in the delivery of cost-effective project management for the capital repair and renewal of CityHousing Hamilton’s portfolio with a mind to quality, price, energy efficiency, internal stakeholders and external consultants/contractors. You will provide leadership and support to Project Managers and subordinate staff, in a multi-functional workforce engaged in the delivery and direction of capital construction projects.
Accountable for ensuring that construction activities are delivered in accordance with City and Provincial guidelines through the effective and efficient use of financial and staff resources. Using a "best practices" approach, develop and deliver quality services in a timely and cost-effective manner. Instil a customer service focus with subordinate staff.
Implement strategies to improve effectiveness and efficiency. Set above average standards and lead by example. Function as a mentor to subordinate staff.
RESPONSIBILITIES
The incumbent will assume responsibility for the construction management of capital construction projects and delivery of these projects in a manner which meets needs of the tenants and CityHousing Hamilton.
The Senior Project Manager, Asset Renewal is accountable to the Manager,
Asset Renewal and ensures that the Asset Renewal Project Management team deliver projects in accordance with City of Hamilton and Provincial standards, with minimal disruption and in the most effective, efficient manner consistent with CityHousing Hamilton and the City of Hamilton Mission and Vision.
GENERAL DUTIES
- Provide supervision, direction, evaluation, leadership, and support to subordinate staff.
- Promote teamwork and integration between internal and external parties participating in cross-functional and cross program initiatives.
- Assist the Manager, Asset Renewal in the development and implementation of the capital work plan, preparation of reports, project management of capital projects, budgeting, and the provision of expert advice to internal and external client groups.
- Assist in managing and overseeing the efficient delivery of all Capital projects and associated consulting.
- Assist the Manager, Asset Renewal with recommendations on services, policies and programs while continuously striving to improve processes and identify opportunities for cost-reduction.
- Work closely with the Senior Project Manager, Energy Initiatives in development and project management on energy retrofit projects.
- Provide construction management services for the delivery of capital construction projects, including the coordination of quality assurance and quality control for construction projects. Ensure projects are constructed in compliance with City, Provincial and Federal regulations or guidelines.
- Assist with conflict management and dispute resolution related to construction projects and their associated procurement processes.
- Assist in the development of procedures for improved stewardship and accountability,
risk management, financial efficiency and ensure that section, division and department objectives are accomplished by the construction management team.
- Oversee the commissioning of construction projects. Recommend procedures; maintain control and monitoring of projects to ensure they are completed within the required construction schedule, within the approved budget and spending authority including recommending any required budget adjustments to the Manager, Asset Renewal.
- Assist in developing and maintaining collaborative communications with the City of Hamilton and other departments, suppliers and contractors.
- Ensure the performance reviews of contractors and consultants on capital projects are completed by the Project Management, Asset Renewal Team.
Manage contractor/consultants and suppliers and provide the appropriate support to the programs being delivered from the CHH Asset Renewal Department.
- Work with the Senior Project Manager, Energy Initiatives in identifying/planning/coordinating and accounting for environmental benefits, reduction of operating expenses/reduction of carbon emissions associated with energy reduction measures in construction/redevelopment and energy retrofit projects.
- Work collaboratively with CHH departmental staff to ensure that daily operations are synchronized with Capital projects and Corporate mandate.
- Verify and oversee payment for outside trades and companies carrying out work under the section’s direction.
- Ensure compliance with Corporate/Department/Divisional/Provincial/Federal rules, regulations, procedures, policies and safe working practices.
- Assist and participate in the development and preparation of the Replacement Reserve/Capital budgets for the Department in accordance with established corporate and divisional procedures. Assist in recommending future budget appropriations.
- Capital Improvements: Identify and lead initiatives to improve capital projects through design and technology.
- Work in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
- Perform such other duties as may be assigned, which are directly related to the normal job function.
QUALIFICATIONS
1. Proven knowledge of built environment, project management,
and extensive knowledge of the theories and practices of construction industry normally acquired by attaining a diploma in Engineering and/or Technology/Certified or a combination of education and relevant work experience.
2. Familiar and/or experience with energy efficiency as it applies to building sciences, HVAC equipment, lighting, building automation systems and control strategies, LEED/Passive House design concepts and metering/monitoring.
3. Previous supervisory experience related to Project Management delivery would be considered an asset. Highly developed ability to articulate a vision to lead and inspire others.
4. Extensive knowledge in the application of engineering and asset management theories, practices and trends with proven experience to manage large contracts and projects, including reviewing, approving and implementing work plans and project budgets.
5. Possess a demonstrated record of leadership and guidance, technical competence, customer focus, innovation/creativity, team advocacy, staff delegation and empowerment, and be committed to results.
6. Demonstrated experience related to construction project management, preferably in a municipal environment, with the ability to effectively manage a large multi-disciplinary staff in a results-oriented team. Experienced in designing and delivering customer focused programs and services.
7. Demonstrated experience with standard form construction contracts such as the Canadian Construction Documents Committee (CCDC) Stipulated Price Contract.
8. Familiar with public sector procurement policies and procedures to retain consultants and contractors (e.g., Request for Proposals, Request for Tenders, etc.).
9. Possess a high level of personal integrity and the ability to deal effectively, both verbally and in writing, with elected officials, representatives of other levels of government, management, tenants, peers, staff and the general public.
10. Strong communication skills, both verbal and written business analysis, report writing and consultation/presentation skills.
11. Detail oriented and organizational skills for managing multiple tasks.
12. Excellent leadership/decision making and people management skills.
13. Strong public relations skills to build partnerships and collaborative relationships with people both inside and outside the organization.
14. Must have excellent computer skills in a Windows environment utilizing Microsoft Outlook, Teams, Word, and Excel software with a strong focus on project management.
15. Proven knowledge of corporate budget process and budget control or previous financial management experience including developing, implementing and monitoring budgets.
