SUMMARY OF DUTIES

Reporting to the Superintendent of Transportation Systems, this position is responsible for the planning, implementation and operation the City’s Advanced Traffic Management System (ATMS).

Assumes accountability and responsibility for the development of capital and annual budget programs related to the City’s ATMS initiatives in a high quality, cost effective and timely manner through the best use of financial and staff resources.

Provides technical support for developing, expanding, and maintaining the ITS hardware and software as well as the various systems used to integrate the ATMS.





Provides support and guidance to staff for the operation of Traffic Signals and the ATMS.

Promotes a service-oriented culture and promotes teamwork and integration. The Project manager will participate with stakeholders in cross-functional and cross-program initiatives.

GENERAL DUTIES

Develop short term (0-5 years) and long range (5+ years) strategies for the continued implementation, operation and maintenance of the City’s ATMS (hardware, software, policies, procedures) and Signal Operations including Capital and Annual budgeting,

Develop a preventative maintenance program for the continued upkeep of ITSsystems,

Work cooperatively with Transportation Engineering, Roadway Safety, Information Technology, Procurement and other relevant departments, divisions and partners in the development of said plans,





Provide technical training and guidance to Transportation Systems staff on matters related to the ATMS and day to day Traffic Signal Operations,

Assist the Project Manager, Traffic Operations with the development and review of traffic signal timings and drawings,

Fulfils typical staff management functions such as performance management, mentoring and interviewing,

Provides creative leadership and direction to staff within the Section. Promotes teamwork and integration between internal and external parties participating in cross functional and cross program initiatives.

Provide support (scoping and signal design review) to the design, engineering, planning and construction sections for an efficient operation of the roadway network.

Develops tender documents and proposal requests. Evaluates tender results and RFP results and recommends preferred vendors.



Project manages consultants and contractors, including authorizing progress payments,

Undertake quality control checks and appropriate troubleshooting in an effort to identify and resolve system deficiencies and problems. Initiate appropriate repairs and maintenance to ensure system components operate effectively and efficiently (work order management),

Investigate and test new and emerging technologies within the scope of Traffic Signal Operations and ATMS,

Prepare technical specifications and other procurement related documents (tenders, RFP, RFQ etc.) for parts, materials and services in accordance with applicable policies,

Coordinate the procurement and delivery of materials and services with vendors and other partners as well as work with Traffic Services to ensure adequate levels of tools and materials are stocked at all times,





Maintain accurate records and relevant filing systems and asset management,

Respond to enquiries from all stakeholders in a timely manner

Perform other duties as assigned that are directly related to the major responsibilities of the job.

QUALIFICATIONS

- Proven knowledge of industry theories, best practices and trends related to Traffic Signal Operations acquired by attaining an engineering technologist diploma in Transportation Engineering Technology or an equivalent combination of education and work-related experience. Certification as a C.E.T with O.A.C.E.T.T. and/or certification as a PMP with Project Management Institute is considered an asset.
- Knowledge and experience in Traffic Signal Operations, and ATMS operation and implementation
- Considerable experience with traffic control signals and systems.




- Proven experience working with centralized traffic control systems (ATMS).
- Proven experience procuring, testing, deploying, operating and managing various ITS devices including, but not limited to, video detection systems, Traffic Controllers, Accessible Pedestrian Signals, emergency pre-emption, transit priority, and variable message signs.
- Proven experience with budgeting and the procurement of contracts and assignments in a municipal environment
- Demonstrated ability to effectively lead staff in a results-oriented environment and in a predominantly unionized environment.
- Must be willing and able to work in both indoor (office/lab) an outdoor (roadway) environment.
- Must have a valid class G Ontario Driver’s License with a clean driving abstract.

Grade 5

HOURS:

35.00 per week
