Reporting to the Senior Project Manager, Homelessness Management Information Systems, the Community Services Program Analyst will be responsible for supporting the Homeless Individuals and Families Information System (HIFIS). The position assists with the extraction, collection/input, and analysis of data from databases/datasets. Responsible for research and/or evaluations related to human services and community initiatives in the City of Hamilton. The Community Services Program Analyst may conduct reviews to identify data collection tools, develop questionnaires, provide user support, document processes, and assist in the writing of reports and presentations.

GENERAL DUTIES

- Assists with data extraction, manipulation,



management and analysis of large databases such as Homeless Individuals and Families Information System (HIFIS) 4.0.
- Supports developing and modifying reports for end users based on operational needs, quality assurance processes, and requests.
- Participates in system reporting and planning by inputting data, performing statistical and/or spatial (e.g. GIS) analysis and presentation of data.
- Collaborates with departmental and/or divisional program management, staff and/or community to collect, analyze and convert data to useful information.
- Conducts independent analyses and evaluations of community services programs through analyzing data and generating reports.
- Provides statistical and methodological consultation for planning, evaluation and policy activities.




- Develops and applies statistical models and/or formulas to support projecting needs and/or evaluates policy implications.
- Converts relevant data into information through the production of graphs, tables and reports in consultation with managers, analysts, and key stakeholders.
- Prepares reports and presentations to departmental management and senior staff regarding program performance.
- Prepares information to be used for policy and program development, reporting to Council, provincial and federal funders, and provides responses for media inquiries.
- Assists with the development and maintenance of data management systems. Provides recommendations to address inconsistencies and improve processes.
- Maintains an effective and collaborative relationship with Information Technology staff and vendors of packaged and custom (HIFIS) applications to assist with quality assurance, program logic, and data processing activities.




- Responds to application issues from the user community, or as assigned; troubleshoots problems, works with Applications Analyst and vendors as required to resolve issues and identify root cause.
- Assists with the development and maintenance of systems to monitor performance and community trends.
- Assists with identifying and securing various sources of data, determines methods of collecting and creating information as needed.
- Develops training materials and provides training support to agency partners / end users.
- Manages HIFIS user accounts and access control.
- Identifies and develops system enhancements and communication to partners.
- Promotes cooperation, collaboration and partnerships between internal/external individuals and groups.




- Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
- Performs other duties as assigned which are directly related to the responsibilities of the position.

QUALIFICATIONS

1. Demonstrated level of expertise related to the duties described above, normally acquired through a post-secondary degree or diploma in the social or health sciences, information systems, and/or data science with an emphasis on the management and analysis of quantitative data, statistics, or equivalent combination of education and related experience.

1. Experience in HIFIS (Homeless Individuals and Families Information System) is an asset.

1. Experience in both quantitative and qualitative data analysis (i.e. statistics, thematic coding, spatial analysis)



and experience with related software programs such as SPSS/STATA/SAS, NVivo, MS Excel, GIS.

1. Demonstrated data management skills with experience in data collection, extraction and manipulation. Ability to create, organize, design and analyze databases, including linking and aggregating, and data visualizations (e.g. PowerBI, Tableau).

1. Experience with related software programs such as SQL Queries, Crystal/SAS Reports, MS Access, SFTP., SPSS, Word, Oracle, MS Forms, surveys and Adobe.

1. Ability to conduct literature reviews, identify data sources and collection methods. and develop questionnaires and surveys through demonstrated experience in data collection, analysis and report writing with the ability to present data to meet the needs of various users.

Demonstrated understanding of municipal government operations and its relationships with community partners, other municipalities, Provincial and Federal governments.

1. Demonstrated ability to work in a variety of interdisciplinary teams. Ability to build organizational trust through professionalism, expertise and to create solutions and deliver desired outcomes.

1. Must have detailed and advanced working knowledge and experience with Excel. Demonstrated ability to develop and analyze complex reports using Excel functionality such as formulas and lookups.

1. Demonstrated experience and knowledge of relational database models (to find data points in a SQL database with over 500 tables) and ability to build surveillance or operational reports (e.g. Crystal Reports, SAS).

1. Excellent written and verbal communications skills including the ability to communicate and present complex information in an easily understood manner.

Ability to work under pressure to meet tight externally and internally driven deadlines.

1. Ability to travel within the community.
