Job Title: Apptad - Systems Analyst - Junior
Job Location: Toronto (Hybrid)
Job Duration: Long-Term Contract One of our Government clients is looking for a Junior Systems Analyst
Job Description

This role will provide technical expertise to support multiple projects under the Corrections and Youth Justice Radio Network (CYJRN), part of PSRN, for the adult Correctional facilities (SOLGEN) and the Youth Justice facilities (MCCSS) across the province.

Support the business and operational requirements of the Ministries Partners related to radio communications during the delivery of this project.

Provide support to the project team(s) and Ministry Partners to complete and manage all aspects of PSRN the program.

Must haves:





- Demonstrated experience in the implementation of large-scale public safety radio infrastructure projects.
- Strong communications skills, both written and verbal. Able to succinctly articulate key project information in a politically astute manner.
- Experience building reports to support decision-making on project scope, schedule, cost.

Experience and Skill Set Requirements

Advancing the work items identified by senior members of the project team.

Provide technical expertise and guidance on mobile radio and telecommunication technologies, IT architecture, network security, WAN/LAN, and integrated solutions to meet client and business requirements.

Provide guidance and support for the collaborative review, analysis, and finalization of the site design packages prepared by the vendor that identify the radio network design and implementation details for each Site.

Coordinate site improvement activities (e.g. electrical, security, IT architecture, HVAC, etc.) at each site to meet the defined scope of work in alignment with the project schedule.





Provide subject matter expertise with respect to programming, configuration, testing and deployment of end user equipment including dispatch consoles and portable and mobile radios.

Support, review, and analysis of the radio system functionality, radio coverage and audio quality testing at each site to ensure alignment with defined project and operational requirements.

Prepare and present technical documentation in support of the radio requirements, network technology, project deliverables and transition activities.

Support the service management process development and implementation in collaboration with branch streams and Ministry Partners.

Assist with the identification, analysis, and resolution of issues and problems identified during site preparation, equipment deployment and transition activities.





Work collaboratively with the client and supplier representatives and in partnership with other branch streams to develop coordinated approaches/ solutions in support of network transition.

Interact directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction.

Attending ministry partner sites as required in support of issues resolution, site preparation, equipment deployment and transition activities.

Strong knowledge of IT architecture and network security.

Able to quickly absorb information.

Able to build relationships within the project team and with key stakeholders.

Knowledge of radio and/or telecommunications systems.

Strong communication and organizational skills.

Problem solver: ability to identify and analyze risks, issues, and problems,



develop mitigation options and present findings to senior team members.

All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.

Technology Experience

Demonstrated experience with various telecommunications technologies and their application in public safety and emergency service environments.





Advanced knowledge of telecommunication system design and architecture, practices and operation including circuit and IP based systems, conventional radio, digital trunked systems, etc.

Demonstrated experience reviewing and validating network designs to meet defined service level metrics including availability, reliability, and coverage in compliance with contractual performance metrics.

Knowledge and experience with network security including encryption and key management.

Experience with identifying features and functionality to meet business and system requirements for end user equipment (mobile/portable devices, dispatch consoles) and for defining network management access for monitoring and reporting.

Understanding of different technology standards and digital communications, WAN/LAN, wireless and broadband/LTE technologies.

Public Safety Radio Experience

15 points





Knowledge of industry standards used with public safety mobile radio (e.g. Digital Mobile Radio (DMR), APCO25, TETRA, etc.).

Demonstrated understanding of public safety critical requirements for network design, availability, reliability, and support.

Experience working in an operational public sector or public safety environment with a strong governance model to manage multiple units, multiple stakeholders, and multiple clients.

Experience working on or with public safety telecommunications systems, agencies, and stakeholders with 24x7 critical environment would be an asset.

Ability to provide strategic technical advice on system design, development, testing and implementation methods, tools, and techniques, networking, and security techniques to meet public safety requirements.

Communication and Relationship Skills

Demonstrated ability to work to a schedule, meet deadlines and deliverables, provide updates to project management leads and provide regular status updates.

Experience working collaboratively with business/client leads, suppliers, project leads and IT teams to reach common goals and objectives.

Ability to create and maintain documentation for status updates, technical analysis, risk mitigation, performance reporting, etc.

Strong communications skills, both written and verbal, to be able to effectively articulate key technical information, functionality or issues to a diverse group including clients, support teams, suppliers, and executives.

Detail oriented with strong multitasking abilities to manage multiple priorities to meet project deliverables.

Knowledge and proficiency with MS Office software programs used for project deliverables, data analysis,



preparation of reports, spreadsheets, presentations, and network architecture.

Analytical and Problem Solving

Ability to identify, analyze and resolve sensitive and contentious client service, operational and technical issues.

Ability to analyze data and system performance to identify and categorize risks and issues and develop mitigation strategies and recommendations.

Experience building and presenting reports to identify risks and issues, recommendations, and the impact on project scope, schedule, and cost.

Accurately document and communicate issues, gaps, and inconsistencies when they happen.

Experience developing lessons learned documentation and to utilize judgement with cross team / project opportunities for improvement.
