Required Knowledge / Skills:
Key deliverables to be performed by the Business Intelligence Specialist role include, but are not limited to, the following:
- Supports Client's wide-ranging business information requirements, implementing and supporting business intelligence software solutions
- Develops and supports customized query applications which analyze key business data
- Develops and supports guided analysis and drill-down functionality, routine scheduling and notification of report generation, and effective implementation of "opportunity" and "key-trend" alerts.
- Provides Clients with approach options and tools for managing business-related data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.
- Develop presentations for various audiences, as required.
- Work with the business and IT areas to complete any activities required to accomplish above and other deliverables as required during the assignment.
Knowledge Transfer
- Transfer From Business Intelligence Specialist to Designated CSC Resource
When Knowledge Will Be Transferred:
- Knowledge transfer must be completed one week prior to the end of the project or one week prior to the consultant leaving the ministry.
What Knowledge Will Be Transferred:
- All deliverables, including design/supporting/release/training documents must be checked into designated version control repositories (for example, SharePoint). All final documents and working drafts related to project requirements or solution design must be stored on designated project repositories (for example, SharePoint site, HPQC, TFS, etc.)
- Project manager and designated ministry staff must be regularly informed in writing (by email)
of where documentation has been stored and must be provided a minimum of one walk-through of all documentation as part of the final knowledge transfer activities.
How Knowledge Will Be Transferred:
- Knowledge will be transferred through 1 on 1 sessions, emails, document updates and document review with the team.
Skills Experience and Skill Set Requirements
Technical Skills - 40%
- Demonstrates business analysis experience in environments where Oracle, Informatica, SSIS, and SQL Server are utilized for data warehousing, ETL processes, and business intelligence solutions.
- Experience working with data warehouse systems and understanding the design and concepts of data migration across multiple platforms, ensuring seamless integration with Power BI and other BI tools.
- Demonstrates experience creating complex SQL scripting for data analysis, profiling, and data migration tasks,
optimizing queries for large datasets, and ensuring data integrity across platforms (e.g., from Oracle to SQL Server or Cognos to Power BI).
- Demonstrates experience designing and developing BI Reports, Dashboards and other Business Intelligence solutions using Cognos 10 or higher and Microsoft Power BI
- Working knowledge of the entire Data Dictionary and data mapping
- Working knowledge of the Business Process Design Re-engineering for applications.
- Experience with analyzing data in source systems to identify data cleanliness issues (E.g., missing values, duplicate meanings, and invalid data)
- Experience with developing automation extraction, cleansing and load scripts
- Experience generating research models and reports (scheduled and ad-hoc)
- Demonstrated experience advising on existing data sets, models,
and transformations to enhance business intelligence reporting
- Experience working with Oracle Databases (version 10.x or higher), DB2 Database, and SQL Server for data migration and ETL-related tasks, ensuring smooth transitions between systems.
- Demonstrates strong MS Excel skills, including working knowledge of Power Query, Pivot Tables
Core Skills 30%
- Experience gathering and eliciting requirements for BI application (Cognos and Power BI) especially in the context of data migration and transitioning to cloud-based or modern BI platforms.
- Experience with systems design and development, and related methods, techniques, practices, and standards.
- Experience performing the design of data warehouse and related components.
- Working Knowledge of technology, data, databases, applications, and networking techniques,
tools and practices enable you to lead the design and development of infrastructure support projects.
- Experience Documenting applications designs and specifications, and draft policies and procedures.
- Working Knowledge of aggregate reporting.
- Troubleshooting of production issues and creating fixes for any unplanned deployments.
- Defect investigation, resolution and assignment to team members using defect/issue management tools, e. g. Microfocus ALM.
- Proven troubleshooting and analytical experience, particularly related to resolving issues in data migration or ETL pipelines using SSIS.
- Experience in process decomposition/mapping and business process re-engineering and complex data models using UML.
- Experience in the use of development tools and business re-engineering software
- Experience Designing and developing enterprise-wide data analysis and reporting solutions
- Experience reviewing and analyzing data from multiple internal and external sources
- Ability to communicate analysis results and making recommendations to senior management
- Ability to use BI tools and data models effectively to help visualize or monitor data
- Proven experience using a variety of methodologies to carry-out the software development lifecycle (e.g., Agile, waterfall, etc.).
Communication Skills - 20%
- Experience working with both the business users and IT development teams to ensure business requirements are properly reflected in the system design and technical specifications.
- Analytical and problem-solving skills to assess clients' business priorities and needs; to evaluate business and technical design alternatives.

Project Management Skills 10%
- Experience in the development of various deliverables of various roles including, but not limited to, project coordinator, release management, requirements analyst, system designer, system tester, trainer, etc. throughout SDLC.
Supplier Comments
Maximum Number of Submissions - one (1)
Hybrid - This contract will require the consultant to work from the office location 3 days per week with the remaining 2 days being worked remotely.
MUST HAVE:

Experience in ETL processes, particularly as it relates to migrating data into Power BI-compatible formats. Familiarity with ETL tools (e.g., SSIS, Informatica)
