- Knowledge, training and/or education in Bachelor’s Degree in business, commerce, human resources, public administration, or a related field. Equivalent combinations of education and experience will be considered

- Experience in a strategic advisory role within employee relations, human resources, or a related field

- Experience developing, designing and/or evaluating organizational initiatives and programs in the areas of team building, strategic planning, visioning exercises, management and leadership, needs assessments, and programming consultations

Assets:

- Change management certification and/or training is considered an asset

- Google platform experience, presentation development





- Experience working within a large public sector organization and in a unionized environment is considered an asset

Skills required for success:

- Must have direct experience in the project management of large scale/corporate-wide programs

- Ability to simplify complex concepts and develop practical but innovative plans that can be implemented

- Skills in building relationships, fostering collaboration, and influencing change

- Demonstrated ability fostering strategic relationships​ with clients and internal partners and working collaboratively to implement strategies that enable a shared vision of success

- Adapt quickly to changing needs, are an excellent communicator and are comfortable advising senior leaders

- Are a systems thinker, able to make linkages and help others see the big picture

Work environment and conditions of employment:

- Up to: 1 permanent, full-time position

- Hours of work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite. This position is eligible for the EDO program (Earned Day Off).

- Salary Range: $89,766 - $128,237 (Annually)

Talent Acquisition Consultant: IS/MZ

Edmonton rests in the heart of Treaty Six territory in Alberta and the homelands of the Metis Nation.

Reporting to the Branch Manager, Labour Relations and Total Compensation, the Program Manager works in partnership with leaders across the branch to provide strategic project and change management support to priority initiatives in compensation and labour relations focus areas.

The Program Manager is responsible for leading the development of a number of high profile strategic projects for Labour Relations and Total Compensation with a corporate-wide scope and other branch employee-focused projects to address emerging needs and opportunities and support a positive employee experience.





The Program Manager will bring their project and change management expertise to initiatives that are transformational across the City of Edmonton. The portfolio of projects is diverse, highly sensitive, and complex with significant organizational impacts. The Program Manager will be expected to demonstrate project management expertise and rigour and apply a strong change management lens to the work.

What will you do?

- Lead transformational projects through all stages: from concept and scope, requirements identification, design, planning, development, implementation, change management and transition, through to establishing performance evaluation to measure the efficiency and effectiveness of service delivery improvements

- Act as the project manager, developing the project charter, advising the project sponsor and senior leadership, managing relationships, communicating with stakeholders and developing implementation plans. Act as facilitator,



working with the project team, working groups and other stakeholders to develop and validate plans, strategies and solutions

- Work directly with project sponsors at the senior leadership level (Branch Manager, Directors and other relevant partners) to scope strategy and outcomes for projects, ensuring a common understanding of expectations and approach

- Conduct internal and external scans to identify trends and opportunities, and prepare business cases to address common issues and changing needs of the organization

- Support change management on large corporate-wide branch and Employee and Legal Services initiatives. This may include developing strategies, plans, presentations, materials, workshops, information sessions and other deliverables





- Develop appropriate engagement strategies to ensure a thorough understanding of potential solutions, risks and impacts (including GBA+) of the change to all stakeholders with an understanding that some approaches may need to be tailored for relevance
