The Purchasing & Materials Management Division is a critical function within the City of Toronto's complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value. As part of its commitment to ensuring open, fair, equitable and accessible business processes and practices, the Division utilizes a fair and transparent procurement process, provides leadership and quality customer service, and implements the highest standards of business ethics across the organization.
Reporting to the Director of Procurement Enablement, the Manager, Business Transformation & Change Management will provide strategic and operational leadership to advance the City's mission through the management of key business transformation and change initiatives. This role will be central in overseeing the Division's strategic support functions, with a particular focus on implementing and optimizing program and digital transformation efforts.
The Manager will ensure a customer experience-centered approach to driving change,



while overseeing the development and execution of supplier and contract management programs, leveraging SAP Ariba modules such as Contracts and Supplier Lifecycle Performance. With a strong emphasis on governance, performance measurement, and continuous improvement, the Manager will collaborate across various stakeholders, lead complex projects, and provide guidance on best practices in procurement and contract management.
Major Responsibilities:
- As Manager, Business Transformation & Change Management you'll play a critical role in advancing the mission of the City by overseeing the strategic support functions the Division, with a focus on program and digital business transformation initiatives to affect and effect change through a customer experience-centred approach
- Provides leadership in identifying,



implementing and supporting a "best practices" approach for the administration and management of supplier and contract management programs in line with existing SAP Ariba modules including Contracts and Supplier Lifecycle Performance.
- Develop and promote strategic direction and vision toward the design of required governance structures and programs overseeing procurement supplier management and corporate oversight of contract management.
- Develop planning documents, sets objectives, monitors and prepare reports to address ongoing maturing of programs.
- Liaises and collaborate with staff across the City of Toronto, other GTA municipalities, industry and the province, other City divisions and Council on matters related to long term planning of the programs.




- Participates in organization and management change initiatives and the creation of a workplace that supports and is conducive to high performance.
- Assists the senior management team in re-engineering administrative processes including the management of information and data.
- Manages and directs the development and implementation of large-scale complex projects, assigns research and analysis for the division and prepares comprehensive reports.
- Manages the research and develops/reviews terms of reference, project requirements, proposals and technical reports with the ability to prepare recommendations related to various programs.
- Identifies new and emerging issues, trends, practices and directions in the business and industry marketplace and develops a strategy for assessing the potential impact of these changes on the organization.
- Ensures a consistent approach,



timeliness and accountability to the implementation of all business initiatives.
- Provides oversight, guidance and direction to City staff, contractors and consultants in the performance and management of various program and project initiatives.
- Responds to enquiries from staff, elected officials and the general public, and investigate such enquires expeditiously.
- Exercises tact and professionalism when attending public and private meetings with elected officials and the public.
- Manages the development, maintenance, implementation and audit of internal management systems /controls to promote cost-effective solutions to the core business function.
- Develops, implements and monitors models to be used for: business planning, best practices, continuous improvement, performance measurements, bench marking, business process reengineering, service level agreements,



activity-based costing, evaluation mechanisms, competitive assessments, program reviews, and resource requirements.
- Manage staff including recommending the selection of new employees, granting merit increases, evaluating performance, assigning work, and effectively handles human and labour relations issues.
- Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation in others.
Key Qualifications:
- Significant management experience gained through progressively more responsible positions in the key functional areas including supplier relationship management and contract performance management with a focus on performance measurement and the development of best practise governance programs.




- Extensive experience in developing and implementing supplier onboarding and oversight programs, contract management or performance management programs including the associated work of corporate compliance monitoring program
- Extensive experience in the oversight of SAP Ariba Contracts, SAP Ariba Supplier Lifecycle Performance and Ariba Reporting functionality to support the maturity of the Supplier Enablement and Contract management governance structure development, providing public education, public outreach and training associated with supplier enablement.
- Well developed management skills, including oversight of project teams, and the ability to handle multiple tasks concurrently and operate as a fully accountable program leader.
- Post-secondary education in public administration, business administration,



financial management or a professional discipline pertinent to the job function or an equivalent combination of education and experience.
- Highly developed interpersonal, human relations, communication, negotiation, conflict resolution, analytical, problem-solving skills with the ability to interact and communicate effectively with all levels of the organization and external stakeholders.
- Experience in preparing comprehensive reports and the application of relevant information to support policy analysis and decision making.
- Sound judgment and ability to handle matters of a confidential/sensitive nature as it relates to Council and other senior staff, public and personnel relations.
- Demonstrated ability to work effectively with colleagues, senior management staff, media, the public/community, elected officials, provincial officials, consultants, solicitors, and other internal and external clients.
- An effective decision maker that promotes and fosters teamwork with the ability to manage change effectively.
- Ability to function effectively in a service oriented, politically sensitive environment and to balance the needs of the organization, and customers against available resources.
- Ability to apply innovative business management practices and principles in a municipal environment.
- Demonstrated leadership and experience in complex organizational and change management, and in the creation of a workplace that supports and is conducive to a high level of organizational performance and continuous improvement.
- Flexible and thrive in an environment with frequent and competing deadlines, multiple tasks and high-performance expectations
