Overview:
The Director Information Technology provides strategic consultation and planning services on a wide range of Information Technology and Network Management topics to all levels of leadership within the Royal Ottawa Health Care Group. This position guides and directs all activities associated with the delivery of services by the Information Technology team, Switchboard, as well as outside technology vendors. The position oversees the implementation of service standards,
metrics and human resource management; fostering positive employee and partner relations specific to these services; including development and adherence to our cyber security standards.
The position oversees all activities related to the development, implementation, maintenance of, and adherence to the ROHCG’s IT policies and procedures covering the privacy, confidentiality and security of personal health information (including health information). This position works with Senior Management and staff of the ROHCG, the Royal Ottawa Health Care Foundation, Mental Health Cluster and the University of Ottawa Institute for Mental Health Research to ensure implementation of technology, compliance with current and upcoming federal and provincial laws and corporate information privacy practices.
Duties and Responsibilities: Accountability #1: IT Roadmap
- Develop, implement and maintain a five year technology plan to support the hospital’s five year strategic plan.
- Build departmental capacity to ensure the delivery of IT services that meet corporate objectives and operational needs.
- Assess and manage the availability and appropriateness of both human and technical resources, including staffing and organizational structure, to align with service delivery requirements.
- Facilitate staff development planning, product lifecycle management, and departmental organizational redesign.
- Develop and implement technology solutions that support patient care, education, and research initiatives within an academic health science center.
Accountability #2: Director of Technology Operations
- Oversee and direct major technology projects across all sites of The Royal, ensuring alignment with organizational goals.
- Lead the development and integration of departmental goals and objectives with those of Program Management and the overall mission of ROHCG.
- Ensure compliance with corporate administrative and operational policies, maintaining high standards of governance.
- Manage expenditures to adhere to budgetary constraints while maximizing resource allocation.
- Identify opportunities for program improvement by applying best practices and innovative solutions.
- Develop and manage annual operating and capital budgets for information technology, including long-term fiscal planning.
Accountability #3: Team Leadership & Management
- Lead and direct the daily operations of the Network team, ensuring optimal performance and timely support.
- Oversee day-to-day operations of the department, providing leadership, guidance, and support to staff.
- Oversee the Client Services team to deliver exceptional service and effectively address user needs and concerns.
- Collaborate with the Application Manager to support the daily operations of the Application team, fostering a culture of innovation and excellence.
Accountability #4: Policy Development & Compliance Oversight
- Direct, review, and authorize the content of related IT policies to ensure alignment with organizational goals and industry standards.
- Implement monitoring capabilities to assess and verify compliance with established policies.
- Collaborate with stakeholders to ensure that IT policies are effectively communicated across the organization.
- Conduct regular reviews of policies to identify opportunities for updates and enhancements.
Accountability #5: Vendor Management & Service Optimization
- Oversee and direct services provided by the department and external vendors to enhance performance and efficiency.
- Manage the daily activities of onsite vendors and contractors, ensuring compliance with organizational standards.
- Direct and monitor IT corporate services delivered through outsourced vendors.
- Contribute to the development of specifications and actively participate in the evaluation of outsourced service and equipment requests.
- Establish and maintain strong relationships with key vendors to ensure effective collaboration.
Accountability #6: Cybersecurity & Compliance
- Manage the IT and cybersecurity budgets to ensure optimal resource allocation.
- Develop and enforce comprehensive IT security policies, ensuring compliance with relevant regulations.
- Respond to security threats effectively to minimize downtime and control expenditures.
- Conduct risk assessments and develop IT disaster recovery and business continuity plans.
- Provide strategic advice to the CEO, leadership team, and board members on matters related to cybersecurity.
Accountability #7:
Strategic Planning in Support of Corporate Strategic Goals
- Plan and recommend technology initiatives to leadership that align with corporate strategic direction.
- Monitor and manage the delivery of technology projects, ensuring ongoing alignment with strategic plans.
- Translate the organization’s vision and mission into effective IT strategic and operational plans.
- Establish and select appropriate technical solutions that are cost effective and viable.
Accountability #8: Liaison with Champlain LHIN and Healthcare Facilities on Technology Matters
- Collaborate with the Champlain LHIN to ensure ROHCG is informed about technology-related initiatives.
- Engage with regional and provincial groups to align ROHCG’s technology strategies with broader healthcare objectives.
- Coordinate and participate in joint technology projects with other healthcare facilities.

Qualifications:
- Bachelor’s Degree in Business, Informatics, or a related field.
- Over 10 years of leadership experience in IT management.
- Proven track record in implementing transformational information systems.
- Strong expertise in cloud environments, AI technologies, and cybersecurity.
- Extensive knowledge of current technology trends, products, and best practices.
- Experience in healthcare informatics and technology partnerships.
- Exceptional oral and written communication skills.
Salary Range: $77.15 to $93.66 hourly
