Our GTA based, Municipal Government client requires the services of a Senior QA Audit and Compliance Specialist to coordinate and execute QM strategies and plans on IT projects, applications, technologies and processes to ensure delivery of quality.

ROLE:

Reporting to the Manager - Quality Management, the QA Audit and Compliance Specialist is responsible for the co-ordination and execution of QM strategies and plans

on IT projects, applications, technologies and processes to ensure delivery of quality.

Key Responsibilities:

Quality Management: Establish and maintain processes for quality assurance and continuous improvement within IT Quality Management function.





Conduct periodic QA reviews to assess the effectiveness of controls and compliance measures, including but not limited to:

1. QA Strategy & Planning:

• Ensure adherence to the QA strategy and approach as established by the Director of Quality Assurance.

• Develop comprehensive QA plans for IT processes, capital projects, and operating initiatives.

• Review all project documentation, including charters, plans, and schedules, to ensure the solution delivery approach aligns with the project scope, solution architecture, and business requirements.

• Assess process documentation to identify areas for improvement and flag potential risks.

2. QA Activity Coordination:

• Coordinate with project teams and analysts across IT functional groups to schedule QA activities and confirm adherence to quality requirements.

• Review solution architecture, implementation, business requirements, support plans, and detailed system design specifications to ensure alignment with business objectives.

• Evaluate established product measurements and quality objectives to confirm that departmental targets are met.

• Review and approve test strategies,



plans, and execution for functional and non-functional testing to ensure solutions meet performance expectations.

• Validate Requirements Traceability Matrices (RTM) to ensure that test cases align with approved solution architecture and business requirements.

• Track reported defects to ensure they are addressed, retested, and closed.

3. Quality Assurance for Production Readiness: Assure all system environments and permissions are configured according to solution architecture and implementation documentation to support a successful production deployment.

MUST HAVE:

- Bachelor's degree in Information Technology, Computer Science, or related field.
- Advanced degree or professional certifications such as CISA, CIA, PMP, CISSP, CRISC or equivalent.
- Strong understanding of IT governance frameworks (e.g., COBIT, ITIL,



PMBOK) and regulatory requirements (e.g., GDPR, HIPAA, SOX).
- Experience in quality assurance, with a thorough knowledge of software life cycle principles and quality assurance methodology;
- Direct experience and knowledge of quality assurance for IT (processes, projects, operations)
- Previous experience managing quality assurance on multiple projects, conducting project risk assessment and communicating the assessment results.
- Thorough understanding of Project Management Methodology, Enterprise Architecture and Software Delivery Life Cycle (SDLC)
- Ability to assume a lead role that includes technical consultation, team guidance and following through on delivery.




- Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees based on AODA recommended standards.
