ABOUT THE ROLE Reporting to the Senior Project Manager is responsible for assisting with the capital delivery of roads infrastructure asset management projects; overseeing Road’s asset inventory systems, maintenance management systems, pavement management systems, bridge management systems,



and priority programming systems; coordinating operations with York Region Transit and Traffic Management & ITS Branches and other stakeholders; developing standard operational procedures for the Branch.

WHAT YOU'LL BE DOING

• Oversees the implementation of various road related infrastructure asset management projects, including right-of-way asset data collection, pavement condition assessments, asset inventory systems, material inventory systems, geographic information systems, enterprise computerized maintenance management systems, pavement management systems, bridge management systems, and permits.
• Facilitates the review, assessment, selection, and deployment of asset management systems and technologies.
• Works with vendors to stay up-to-date with new and enhanced products as well as to resolve any operating problems.
• Assists in designing operational processes to support the Roads asset management program, and in identifying operational resource needs.




• Participates in the preparation of Departmental budget projections with respect to Roads asset management systems.
• Monitors expenditures for asset management systems, including both capital and operating programs and with management of project budgets.
• Develops Standard Operating Procedures to describe routine and non-routine operational instructions for various tasks.
• Conducts data analysis and reporting of performance and operational trends, including weekly, monthly and annual reporting of operational/performance statistics.
• Ensures that work performed conforms to Regional standards, policies and practices, recognized industry standards and sound safety and engineering principles, and in accordance with all applicable laws and governmental requirements.




• Participates in and suggests improvements of quality control and quality assurance measures.
• Assists the Senior Project Manager in providing guidance, training and development, coaching and mentoring of staff.
• Assists in the development and application of standard operating practices for the Section’s operational environment.
• Liaises, fosters and maintains positive relationships and seeks consensus with internal staff and external contacts, other Transportation Agencies, private sector groups, including vendors and consultants, government and non-government agencies with respect to the asset management program.
• Assists in the preparation of responses to inquiries, as appropriate, from the general public, elected officials, etc.
• Performs other duties as required in accordance with Branch and Departmental objectives.

WHAT WE'RE LOOKING FOR





• Successful completion of a University Degree in Civil Engineering or related field.
• Must be registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario.
• Minimum five (5) years work experience (inclusive of EIT experience) in the field of transportation engineering including the planning, development and application of infrastructure asset management systems.
• Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
• Demonstrated experience in leading and coordinating a multi-disciplinary team.
• Demonstrated experience in provision of project management for medium-large asset management deployment projects.
• Demonstrated experience in roadway infrastructure asset management.
• Demonstrated experience in pavement condition data collection and pavement management systems.




• Demonstrated knowledge of relevant standards, Acts, By-laws, and Regulations including Health and Safety Act, Highway Traffic Act, Manual of Uniform Traffic Control.
• Knowledge of safe work practices as they relate to working with high speed and heavy traffic roadways.
• Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
• Computer literacy utilizing MS Office software applications.
• Ability to communicate clearly and concisely with stakeholders and project participants and partners.
• Ability to travel to off site locations in a timely and efficient manner, as required.
• Ability to work outside of regular business hours, as required.
