Major Responsibilities:
- Reporting to the Senior Project Manager (Corporate Energy Initiatives), the Project Manager is responsible for the effective management and validation of net-zero feasibility studies and advising other staff on net-zero initiatives.



As per the City's Net Zero Carbon Plan, net-zero transition plans need to be developed for all City-owned buildings in order to meet the net-zero by 2040 target. This position will be responsible for leading studies across multiple asset types and evaluating the feasibility of proposed emission reduction measures. Project Manager, Energy Efficiency, Energy Initiatives:
- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Works with consultants and internal groups to identify energy conservation and carbon emission reduction opportunities. Conducts analysis, promotes funding/financing, develops promotional and outreach strategies and tools and supports the implementation of approved plans in consultation with major stakeholders.




- Identifies the present physical conditions and maintenance deficiencies as a basis for future capital budgets at City owned buildings.
- Develops and implements the asset management program and related information systems, taking into account demand for programming, current policies, financial targets and community requirements.
- Assists the Senior Project Manager with consultations and negotiations with City divisions, agencies, boards and commissions, regarding the evaluation and prioritization of all capital project requests related to asset preservation and conservation.
- Provides advice, guidance and technical assistance in the development of construction and renovation programs and on building management, such as preventative maintenance and energy conservation.




- Reviews assessments conducted with client groups in order to ensure that capital requirements are addressed accordingly during the budget cycle.
- Estimates short and long term financing requirements for the City and reviews the adequacy of reserves and cash flow requirements.
- Establishes and maintains long term forecasts (5-10 years) for capital maintenance work.
- Prepares pre-qualification documents to ensure that qualified bidders are obtained to meet the Corporation's accepted standards for specialized project.
- Prepares contract documents for tender in consultation with consultants.
- Evaluates tender documents and consultant proposals and makes recommendations for Council approval.
- Secures approvals from various regulating and government agencies to enable projects to proceed (i.e. site plan approvals, re-zoning and Committee of Adjustment applications, permits etc.).




- Assists the construction project manager to oversee work in progress by contractors and staff to ensure effective implementation of energy efficient and carbon reduction projects.
- Ensures that all work is executed in accordance with relevant legislation, including compliance with Corporate building and maintenance standards.
- Develops, prepares and monitors schedules, graphs and maintains accurate records of development and budget on all assigned projects.
- Ensures that project expenditures are controlled and maintained within approved budget limitations.
- Develops technical specifications and standards for consultant use, and monitors industry changes and innovations to ensure these documents meet industry standards.
- Prepares briefing notes, reports, presentations and other project related documents.
- Attends Council,



committee and community meetings as required.
- Represents the City on various technical committees including staff and citizen groups.
- Analyzes the impact of project deferrals and develops business cases for client groups in order to ensure that facility requirements are addressed accordingly and in a timely manner by City Council.
- Assists in the resolution of delay claims and disputes that may arise through the execution of construction activities in the event of disputes and litigation.
- Consults and maintains strong and positive working relationships with stakeholders, funding agencies, consultants and government authorities associated with projects to ensure coordinated construction.
Key Qualifications:
- Post-secondary education in related area such as environmental studies, energy management, or engineering,



and/or the approved equivalent combination of education and experience.
- Considerable project management experience in conducting and/or validating building energy/net-zero feasibility studies. Study experience should meet ASHRAE Level 2 Energy Audit levels or equivalent.
- Experience with energy conservation and demand management strategies, knowledge of major energy/emission industry stakeholders, programs and initiatives.
- Familiarity with energy modeling software such as RETScreen and EnergyPlus or equivalent.
- Experience effectively organizing and managing project teams.
- Considerable knowledge of financial incentives, financing tools and budget management.
- Thorough knowledge of building construction techniques, methods, materials and project scheduling.
- Highly developed interpersonal and communication skills,



both oral and written, with the ability to deliver presentations to management, staff, members of Council and the public.
- Working knowledge of MS Word, MS Project, Excel, Project Accounting and scanning and imaging software.
- Knowledge of business case preparation, including the creation of reports, studies, analysis and ability to make recommendations to support program mandates.
- Certified Energy Manager (CEM), and/or Leadership in Energy and Environmental Design (LEED) certifications/designation are considered strong assets.
