Why is this role important?
Reporting to the Manager, The Procurement Specialist is responsible for purchasing goods and services for the organization and providing ERP support to the Procurement Team. The Procurement Specialist supports vendor engagement, drafts contracts, and ensures the procurement of goods and services is compliant with all applicable CIHI policies and procedures. The Procurement Specialist will work collaboratively with CIHI's program areas, and the Corporate Services departments.
What you'll do
1. Reviews and supports the development of detailed Statement of Works (SOW)
and drafting of electronic request for proposals (RFP) that meet the needs of CIHI's program areas.
2. Responsible for the procurement tendering process including understanding of client business requirements, drafting the RFP, managing the e-tendering process, and developing contracts while in compliance with CIHI processes, policies, and procedures.
3. Reviews and manages active purchase orders to ensure alignment with CIHI's processes, policies, and procedures.
4. Responsible for the amendment and change management process for contracts and purchase orders.
5. Provides guidance and support to program areas and vendors with respect to procurement policy, process, tools, and other related information.
6. Works with key stakeholders to proactively resolve issues and advise on procurement related questions and best practices.
7.
Liaises with other business areas including Finance, Accounts Payables, Privacy and Legal Services, IT and Security, as required.
8. Provides back-up support to other members of the Procurement team, as required.
9. Participates in other CIHI projects/initiatives, as required and identified by the Manager, Procurement.
What you'll bring to the table
- Undergraduate degree in Business Administration or similar relevant field. Equivalent combination of education and experience may be considered.
- 3-5 years of progressive experience working in a procurement environment.
- Experience in developing/drafting; contracts, SOW's, RFP's, and managing e-tendering process'.
- Experience in the use of Microsoft Office applications including Excel, Word, PowerPoint, Teams.
- Base knowledge of Canadian tendering law.
- Strong interpersonal, communication,
and facilitation skills.
- Well-developed written and verbal communication skills.
- Strong planning and organizational skills.
- Ability to work independently and/or collaboratively in a virtual team environment.
- Ability to work in fast-paced and demanding environment.
- Good problem-solving skills, and ability to acts proactively to resolve client complaints and issues.
- Knowledge of the principles and practices of public procurement will be considered an asset.
- Previous experience with e-tendering tools (i.e., Bonfire) is an asset.
- Fluency in English is required, bilingualism in both English and French is an asset.
