ABOUT THE ROLE

Reporting to the Manager Capacity Monitoring & Development Approval, is responsible for the planning, implementation and monitoring of water and wastewater servicing to accommodate growth, through servicing planning and engineering, infrastructure protection, and system capacity management; including development application review under the Planning Act, overseeing and provision of engineering services, construction oversight, project management, coordination with project teams and consultants,



local municipalities and other external stakeholders, financial management and expert witness services in legal and planning appeal proceedings.

WHAT YOU'LL BE DOING

- Manages the delivery of projects in compliance with Region’s requirements and program management as applicable.
- Leads water and wastewater engineering technical analysis and provides recommendations related to development, operational changes, asset management and other risks related to the system performance and capacity.
- Prepares detailed estimates of project costs and assist with capital forecasts and reports.
- Participates in branch planning and strategic initiatives for service improvements.
- Participates in the development and maintenance of procedures, guidelines and templates.
- Assists with the preparation of the 10-year capital plan.




- Supervises staff including recruitment, selection, hiring, scheduling assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices, and following all measures and procedures as required by the Occupational Health and Safety Act and Regional Policy.
- Conforms to Quality control and Quality Assurance program for project management services.
- Conforms to design guidelines and standards for capital infrastructure.
- Ensures adherence to Region’s policies, guidelines and by-laws.




- Maintains effective working relationships with stakeholders including public, Council, developers, consultants, contractors, suppliers, other municipalities and Region staff.

WHAT WE'RE LOOKING FOR

- Successful completion of a University Degree in Engineering or approved related Engineering field.
- Must be registered as a Professional Engineer (P.Eng) with the Professional Engineers Ontario.
- Minimum of five (5) years’ experience (inclusive of E.I.T. experience) in any aspect of municipal water and wastewater services, including development approvals, asset management, process optimization, design or construction activities and a minimum of 2 (two) years of direct supervisory experience.
- Experience in the development planning, approvals, design,



construction and operating processes of municipal infrastructure including administrative/operational experience in the municipal infrastructure industry (e.g. Water/Wastewater).
- Experience with all applicable legislation and regulatory guidelines associated with municipal water and wastewater services.
- Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
- Ability to work outside normal business hours as required.
