the Technology Services Division is reshaping its culture and service delivery approach, focusing on four key priorities:

Role Description
The Project Director will provide direction, leadership and guidance to foundational programs/projects or strategic initiatives. Reporting to the Deputy Chief Technology Officer, Enterprise Strategy and Project Delivery,



The Project Director will lead the development and delivery of digital experience solutions, that are aligned with the City's corporate objective, in collaboration with divisional business partners.
Specifically, you will provide leadership in the areas of:
Portfolio Delivery
- Provides team with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by this section.
- Define and develop portfolio roadmap of value delivery.
- Continuously monitor and ensure impediment resolution to enable the successful attainment of committed milestones.
- Develops, recommends, and administers the annual budget for the area of responsibility, and ensures that the areas expenditures are controlled and maintained within approved budget limitations.




- Implements a management structure that enables effective tracking and monitoring of team performance and initiative health.
- Initiates projects and garnishes necessary support (resource commitment such as budget or staffing) from various aspects of the organization to achieve the set business objectives.
- Works in close collaboration with executives, management, program/project managers to ensure that business initiatives are supported by technology solutions and maintain alignment with the City's and the Technology Service Division's priorities and strategic goals.
- Ensures compliance to portfolio governance standards and ensures consistent application of applicable project methodologies on all programs/projects.
Operational Leadership




- Collaborates with stakeholders to gain buy-in and assurance of strategic directions for the organization or division.
- Co-leads the development of business cases.
- Drives the development of new Service Level Agreements (SLAs) or the refinement of existing SLAs to ensure they support proposed business needs.
- Oversees, governs or manages key procurement activities.
- Ensures quality assurance and quality control objectives are understood and achieved.
- Reviews and approves assigned program and portfolio activities, ensuring alignment with the approved road map and annual portfolio management objectives.
- Represents or supports the portfolio on relevant committees and groups.
- Oversees, participates or supports the recruitment selection, training and supervision of assigned staff.
- Provides leadership in the evaluation,



selection and recommendation of technical solutions and professional services and manages vendors and contractors in the overall solution delivery process.
- Prepares and delivers presentations at all levels of the organization.

Key qualifications:
- Post-secondary education in Computer Science or a related discipline, and extensive experience directing, leading and/or guiding digital transformation programs/projects in a large public or private sector organization using project management best practices and tools.
- Considerable experience delivering large public digital experience initiatives/programs to a large organization, using Waterfall and Agile approaches.
- Extensive experience working with executives, sponsors and senior management teams across a large organization to meet large scale divisional and organizational information technology initiatives.
- PMP or Agile certification and experience with change management will be considered assets,



along with experience working in a shared project management environment, using collaborative project management tools such as Jira and ServiceNow.
- Effective communication skills, including well-developed presentation skills.
- Ability to work and maintain productive consulting relationships with various stakeholders across the City of Toronto.
- Extensive experience in contract negotiations,managing contracts from inception to closure, including RFP and Sole Source, and directly and indirectly managing business and technical teams and resources (operational managers, project managers, staff, contractors and vendors) for the development of business and technical solutions to achieve business objectives.
