Position Overview
T&I; Business Relations (Corporate Solutions) is seeking an experienced, bilingual Senior Business Analyst to lead the comprehensive pre-project phase for replacing the critical ScheduALL resource planning system at CBC/Radio-Canada.

Key Responsibilities:
System Analysis and Requirements Gathering:
- Conduct an in-depth analysis of the current ScheduALL system's limitations.
- Document detailed functional and technical requirements for the new resource planning management system.
- Engage with users across both Networks to understand operational needs.
- Develop comprehensive requirements documentation that captures the full scope of organizational requirements.
Stakeholder Engagement:
- Facilitate workshops and interviews with key stakeholders from multiple departments.
- Translate complex technical and operational requirements into clear, actionable recommendations.
- Develop communication strategies to ensure broad organizational understanding and buy-in.
Procurement and Vendor Management
- Under the lead and guidance of CBC / Radio-Canada Procurement department, design and execute a structured procurement process to identify potential replacement systems.
- Develop evaluation criteria and conduct vendor assessments with the collaboration of some other stakeholders.
- Coordinate demonstrations and technical validities of potential solutions.
- Prepare detailed recommendations for Senior Management.
Project Planning and Roadmapping
- Create a comprehensive implementation roadmap with detailed timelines and cost projections.
- Develop a phased implementation strategy that minimizes operational disruption.
- Prepare executive-level presentations and reports.
Required Qualifications:
- Bachelor's degree in Business Administration, Computer Science, or related field.
- Minimum 5-7 years of business analysis experience in enterprise system replacement projects.
- Demonstrated experience in resource planning, HR systems, or payroll-adjacent technology implementations.
- Strong understanding of business process design and optimization.
- Advanced proficiency in both English and French (written and spoken).
Technical Skills:
- Advanced knowledge of business analysis methodologies (BABOK).
- Proficiency in requirements management tools and BPM tools.
- Experience with enterprise software procurement processes.
- Understanding of HR and payroll system architectures.
Soft Skills:
- Exceptional communication abilities in both English and French.
- Strong analytical and problem-solving capabilities.
- Ability to manage complex, cross-functional projects.
- Diplomatic and collaborative approach to stakeholder engagement.
- Detail-oriented with high-quality documentation standards.
