The National Judicial Institute (NJI) is an independent, bilingual, not‐for‐profit organization, based in Ottawa and Montreal, with a mandate to provide continuing education to members of the judiciary across Canada. An acknowledged world leader in the design and delivery of judicial education, NJI also shares its judicial training expertise abroad. In its international work, NJI seeks to strengthen the rule of law through judicial education and judicial reform.
Since its inception in 1988, the NJI has offered in-person programs and a wide range of digital resources designed to foster judicial excellence. As part of its curriculum, the NJI delivers over 70 in-person judicial education programs each year.
The NJI’s digital resources include self-study courses, Electronic Bench Books, podcasts, videos, judge-facing tools, and more. Alone or in partnership with courts and other organizations, the NJI is involved in the delivery of the majority of education taken by judges in Canada.
The NJI is looking to fill the permanent position of Counsel, International Education. This position requires fluent bilingualism in French and English and is based in Ottawa (hybrid work environment); however, we are open to staffing this position remotely within Canada.
RESPONSIBILITIES
Counsel, International Education (IE) is a legal professional with a unique knowledge of Canadian law, international work, experience with not-for-profits, and developing education for adult learners.
Counsel, IE plays a significant role in the NJI’s international project work, curriculum and agenda development, faculty planning and development, education materials development, and program delivery. This involves regular travel both internationally and domestically.
Counsel, IE, works with the Director of IE,
other internal NJI team members and the judiciary to propose and produce judicial education seminars, both in person and online for international organizations, courts, and judges. Counsel, IE implements a range of adult education methods and is responsive to a continuous professional learning culture.
International Development
1. Lead the development of judicial education programs for international organizations, courts, and judges;
2. Respond to education requests in collaboration with CJO, CEO, and the Director, IE;
3. Design missions, study tours, exchanges, and other legal and educational programming;
4. Provide expertise with respect to curriculum design to complement subject expertise offered by the CJO and Director, IE, as well as judicial planning members, faculty, and other experts involved in project – both domestic and international;
5.
Ensure appropriate judicial input into international activities, thereby maintaining the NJI as a judge-led organization;
6. Ensure that the substantive content of all proposals is of high calibre and responsive to the needs of the funding bodies and recipient countries and organizations;
7. Develop and maintain a thorough understanding of the NJI’s approach to adult pedagogical theory and the learning needs of the judiciary;
8. Provide research and drafting input for international projects and other related education materials, including course materials, electronic resources, agendas, hypothetical problems, discussion questions, video scripts and facilitator notes, etc., as needed;
9. Work in collaboration with team members within the NJI to ensure cohesion between logistical planning processes and program content and delivery;
10.
Oversee successful delivery of NJI’s international judicial education programming, including travel to those events and representing the NJI, as needed;
11. Assist with defining and prioritizing international work, and develop materials for the consideration of the International Committee of the NJI Board of Governors;
12. Monitor developments for potential international projects, and coordinate proposals with the support of the Director, IE, CEO, and CJO; and
13. Monitor legal and judicial developments in Canada and internationally.
Administrative Support
1. Conduct meetings and conference calls with international and domestic judges, international planning committees, subject matter experts, project stakeholders and partners; and
2. Contribute to the NJI’s international education department infrastructure, including budget tracking,
report writing, data collection and analysis, and other support as may be required.
QUALIFICATIONS
Essential
1. Law School Degree (LLB, JD);
2. Minimum of 6 years experience working with professional or community organizations (i.e. law firm, government, university, public legal education institute, not-for-profit, community organization);
3. Knowledge and expertise in development issues such as gender equality, environment, governance, human rights and democratic development, legal/judicial reform and education;
4. Ability to work with ease in a cross-cultural environment;
5. Experience in the design and delivery of adult, professional, or legal education;
6. Experience in legal research and writing;
7. Ability to write on a broad range of legal topics;
8. Fluently bilingual in French and English (R/W/O);
9.
Ability to travel internationally and nationally for work;
10. Proficiency with Microsoft 365; and
11. Membership at the Bar.
Desirable
1. A good working knowledge of another program language (Vietnamese, Chinese, Ukrainian, Spanish, etc.);
2. LL.M or other postgraduate degree;
3. Bijural (common/civil law) knowledge;
4. Experience with proofreading, editing, or law journal editorial work;
5. Publications (legal or other academic disciplines);
6. Experience working in legal translations or bijural legal reviews;
7. Clerking experiences or other experiences working directly with courts or members of the judiciary;
8. Experience in project management;
9. Proficiency in SharePoint; and
10. Proficiency in Project Management Software, such as Asana.

6. Maintain professional ethics and discretion; protect sensitive and confidential information.
COMPENSATION
Compensation is to be determined at the time of hiring,
based on the successful candidate’s experience and profile, within represented salary band 7: $95,424 - $119,280 annually.
