WE'RE HIRINGPosition title: W8485-TBIPS2024-04-A - Intermediate Telecommunication System Specialist – Airfield Communications Contract: 2 yearsWorking Status: On-SiteLocation: 455 Boulevard de la Carrière, Gatineau, Quebec.Security: Secret Clearance Hours: 7.5 hours a day Mandatory M1. Resource must hold an undergraduate degree from a recognized university in Engineering or Sciences in a field relevant to the work described in the SOW.OR2 years College diploma in the field of science and technology combined with a minimum of 8 years of combined experience within the last 10 years working in an engineering role* responsible for product development, design, performance specifications, system of system integration, M-02.



Resource must demonstrate that they have a minimum of 5 years of experience within the last 10 years working in a Defence Major Capital Equipment Project (>$5M) and performed as at least one of the following:1. System engineer;2. System architect or designer; or3. Planning and implementation engineering lead.Rating CriteriaR-01. Resource should hold an Engineering degree with a specialization in telecommunication from a recognized Canadian university.R-02. Resource should have experience within the last 8 years working in the implementation of Very High Frequency (VHF) and Ultra High Frequency (UHF) Air Traffic Management (ATM) radio systems, to include all equipment in the RF signal path from the radio to antenna(s).R-03. Resource should have experience within the last 8 years in the implementation of remotely operated VHF and UHF Air Defence (AD) radio systems, to include all equipment in the RF signal path from the radio to antenna(s).R-04. Resource should have experience within the last 8 years in implementing Voice over IP (VoIP) networking to operate AD and ATM radio systems.R-05.



Resource should have experience within the last 8 years implementing remote monitoring and management software and networks for AD and ATM systems.R-06. Resource should have experience within the last 8 years in performing resource allocation and scheduling for the installation and integration of multiple AD and ATM systems over a variety of locations.R-07. Resource should have experience within the last 8 years either directly employed or as an embedded contractor working within a National Defence Capital Project and/or Equipment Management Team within the Canadian Government.R-08. Resource should have experience within the last 8 years working within a Royal Canadian Air Force (RCAF) environment procuring, integrating,



or maintaining ATM or AD communicationsScopeThe development and delivery of all TIC3 Air systems project-related documentation will be assured through the provision of professional services. The Contractor must provide professional services of one (1) Intermediate Telecommunication System Specialist - Airfield Communications to assist the PMO during the Implementation phase of the TIC3 Air project. The required Resource will be requested “as and when requested” basis as specified in individual Task Authorization (DND 626).TasksThe following are examples of general tasks that the Contractor’s Resource must perform as requested by the Technical Authority (TA) in support of project approval processes, systems engineering, evaluation, management, and training:Provide the requisite advice, recommendations, plans and policy implications as required for the project;Draft and maintain plans, documents, briefings,



and reports in support of Project Approval Processes;Use Department of National Defence (DND) procedures and information to carry out project work as defined in such documents as Defence Management System, Project Approval Directive, and the Defence Resource Management Information System (DRMIS);Draft, review and manage requirement specifications with stakeholders and subject matter experts (SME) and ensure they are comprehensive, clear, well-structured, traceable, verifiable, feasible and responsive to all aspects of the Statement of Operational Requirements (SOR);Produce substantive cost estimate, business case analysis for proposed technical solutions;Participate in configuration and testing of the proposed technical solutions. This task includes the evaluation of rollout plans, documentation, handover,



training and transition to in-service support plans; andRespond to Project as well as system level issues, problems and inquiries. The Telecommunication System Specialist (Airfield Communications) must:Provide specific guidance in support of communication system specification design, product development, performance verification, and system of system integration;Must assist the TA in implementation, validation and certification of selected solutions and manage related issues such as system security, interoperability, interdependencies, and commonality;Must provide specific advice and recommendations on all matters regarding Air Traffic Management (ATM) and Air Defence (AD) Radio systems including but not limited to:i.manage radio system deliverables and other related obligations including reports, performance specifications,



testing and training;operation of military surveillance data link equipment in a lab or operational environment;implementation of Very High Frequency (VHF) and Ultra High Frequency (UHF) ATM radio systems, to include all equipment in the RF signal path from the radio to antenna(s);implementation of remotely operated VHF and UHF AD radio systems, to include all equipment in the RF signal path from the radio to antenna;implementing Voice over IP (VoIP) networking to operate AD and ATM radio systems;implementing remote monitoring and management software and networks for AD and ATM systems;performing resource allocation and scheduling for the installation and integration of multiple AD and ATM systems over a variety of locations; andworking within an RCAF environment procuring, integrating,



or maintaining ATM or AD communications equipment.Ensure as part of risk management to provide support and inform the TA on current and future GAG technologies, standards, policies, procedures, and their impacts;Propose action plans in response to changing requirements, technologies, standards, policies, and procedures; andConduct and manage research, engineering analysis, development and prototyping.
